Oregon License Classifications

Boiler Business (B)

This license entitles a business to engage in the installation, repair, altering of boilers, pressure vessels or pressure piping.

Contractor, Limited (CCB)

You are eligible for this general construction contractor category only if you certify that you meet all six of the following:

  1. You expect to gross less than $40,000 from your construction business in the next year.
  2. You do not contract to perform any work that exceeds $5,000.
  3. The value of any work you perform does not exceed $5,000 per job site per year.
  4. The Construction Contractors Board (CCB) may inspect your business' Oregon Dept. of Revenue tax records to verify any of the above.
  5. There are no open or unsatisfied claims filed against any of your previous licenses.
  6. You agree that if your gross construction business volume exceeds $40,000 during the coming year, you will immediately notify the CCB, change your category, increase your bond to $10,000 or $15,000, and increase your insurance coverage, if required.

Contractor, Specialty - All Structures (CCB)

A contractor licensed as a "Specialty Contractor - All Structures" specializes in two or fewer unrelated building trades for any size contract. If they do three or more unrelated building trades, the contract must be for $2,500 or less on any one property.

Contractor, Specialty - Residential Only (CCB)

A contractor licensed as "Specialty Contractor - All Structures" specializes in two or fewer unrelated building trades or crafts for any size residential or small commercial contract. If they do three or more unrelated building trades, the contract must be for $2,500 or less on any one residential or small commercial property.

This category includes tree service (topping, trimming, removal) and manufactured dwelling contractors.

Electrical Contractor (C)

An electrical contractor license is a specialized license allowing a company to engage in the business of making electrical installations. This license is in addition to the licensing and bonding required by the Construction Contractors Board.

Electrical Contractor, Limited Energy (CLE)

A limited energy contractor:

  1. Continuously employs at least one full-time limited journeyman limited energy electrician, restricted energy technician or general journeyman to act as a signing supervising electrician to obtain and sign permits;
  2. Is limited to the electrical work authorized by the electrical contractor license or endorsement - A or B and;
  3. Is authorized to make, direct, supervise or control the making of an electrical installation, only if properly licensed.

Electrical Contractor, Limited Maintenance Specialty (LMS)

  1. May connect replacement appliances to existing junction boxes;
  2. May repair by replacement, as defined in OAR 918-251-0090, ballasts, lamp holders and equipment that are a part of lighting fixtures; and
  3. Shall not make electrical installations involving services, feeders or branch circuits.

A firm that holds a valid limited maintenance specialty contractor license shall provide and maintain a list of employees in accordance with ORS 479.630 and shall designate to the Building Codes Division an individual within the firm who shall be responsible for compliance with applicable codes and rules for obtaining permits and calling for inspections.

The applicant shall provide verification of one year of experience in appliance repair or replacement work as defined in statute.

This contractor can convert to a limited maintenance specialty contractor-HVAC/R by meeting the requirements of OAR 918-282-0040 and paying an additional fee.

Limited maintenance specialty contractor employees need not be licensed.

Electrical Contractor, Limited Maintenance Specialty HVAC (LHR)

A limited maintenance specialty contractor-HVAC/R (Heating, Ventilating, Air-conditioning and Refrigeration):

  1. May maintain, service, repair or replace commercial and industrial electrical products that use fuel or other forms of energy to produce heat, power, refrigeration or air conditioning;
  2. May maintain, service, repair or replace the equipment on the load side of the disconnect switch located at or on the electrical product; and
  3. Shall only make electrical modifications or install electrical products where the modification, the size or the type of the product installed is approved by the manufacturer for the equipment involved; and
  4. Shall install, maintain or repair 100 volt-ampere or less thermostat or associated control wiring beyond the electrical product in other than a one- or two-family dwelling only when the contractor employs one or more of the following to perform the work:
    1. General journeyman electrician;
    2. General supervising electrician;
    3. Restricted energy technician with the proper endorsement; or
    4. Limited journeyman limited energy electrician.

Electrical Contractor, Limited Pump Installation Specilty (CPI)

A limited pump installation specialty contractor:

  1. Makes the limited types of electrical installations specified in ORS 479.630;
  2. May direct, supervise or control these limited types of electrical installations;
  3. May make repairs or perform work on them without further license;
  4. Shall provide an updated list of employees annually;
  5. Shall designate to the Building Codes Division an individual within the firm responsible for compliance with applicable codes and rules; and
  6. Shall obtain permits and call for inspections. (2) Installations under this license shall be limited to branch circuit wiring provided from the load side of a disconnect means external to panel boards. (3) Employees of a limited pump installation specialty contractor need not be licensed.

Electrical Contractor, Limited Sign (CLS)

Limited Sign Contractors are limited to the electrical work authorized by a limited journeyman sign electrician license; and is authorized to make, direct, supervise or control the making of a sign installation only if the contractor is a sole proprietor who is also licensed as a limited journeyman, a general supervising or a general journeyman electrician.

Electrical Contractor, Renewable Energy, Limited (CLR)

A limited renewable energy contractor: Engages in the business of or makes the limited types of electrical installations limited to 25 kva and 600 volts nominal or less, specified in ORS 479.630(17). A restricted energy contractor is limited to HVAC activities only.

Electrical Contractor, Restricted Energy (CRE)

A restricted energy contractor is limited to HVAC activities only, unless the Building Codes Division approves additional endorsements, at which time the contractor shall file separate proof of qualification.

Elevator Contractor, Electrical (EC)

This license allows the holder to perform electrical work associated with the installation, alteration, repair and maintenance of elevators. This work is limited to the wiring from the load side of the main disconnecting means for the elevator.

Elevator Contractor, Mechanical (ECM)

The holder of this license can perform the mechanical aspects of elevator installation, repair, alteration, and maintenance.

General Contractor - Residential Only (CCB)

A contractor licensed as a "General Contractor - Residential Only" may supervise, arrange, and/or perform (partly or completely) three or more unrelated building trades on any residential property or small commercial property. This category includes New homebuilders, remodelers and contractors who work on small non-residential structures. General contractors can also do specialty contractor work.

General Contractor- All Structures (CCB)

A contractors licensed as a "General Contractor - All Structures" may supervise, arrange, and/or perform (partly or completely) three or more unrelated building trades on any property.

Plumbing Business / Contractor (PB)

The holder of a certificate of "registration to conduct a plumbing business" entitles a person to advertise; furnish labor and material, or labor only; to install; alter; and repair plumbing. This registration does not entitle the holder to work as a journeyman plumber without a certificate of competence.
